On 19th June, 2026, the Higher Education Students’ Loans Board (HESLB) launched the official loan application window for the 2026/2027 academic year in Dar es Salaam.   • Bachelor Degree applicants: Window opens 19th June, 2026 and closes 31st August, 2026.
  • Diploma applicants: The September intake window also runs 19th June 31st August, 2026; a separate March intake window will be announced once due.
  • Law School (Postgraduate Diploma in Legal Practice): Window opens 19th June, 2026 and closes 31st August, 2026, covering both January and July intakes.
  • Samia Scholarship beneficiaries: Apply under the dedicated Samia Scholarship guidelines, published alongside the main application window.

  1. Go to the official OLAMS portal at https://olas.heslb.go.tz/olams/pre-applicant, or click through from www.heslb.go.tz.
  2. Read the relevant Application Guideline for your category (Degree, Diploma, Law School, or Samia Scholarship) before you begin.
  3. Register for a new OLAMS account, or log in if you already have a SIPA account from a previous cycle.
  4. Fill in your personal, academic, and financial details exactly as they appear on your official documents.
  5. Upload all required documents birth certificate, admission letter, passport photos, guarantor details, and any disability or guardianship documents where applicable.
  6. Review every field carefully, then submit your application and download a copy for your own records.
